What is business casual attire for a teen girl?

I’m going to an international journalism conference in late July with my journalism teacher and a few fellow students. In the email she sent us, we were told to dress "business casual." I have no idea what that means. The only thing that was specified was that jeans and t-shirts aren’t allowed.
Can I wear shorts? What about capris? I have nice tops that I can pair with just about anything, but what kind of shoes do I need? Can I wear skirts? And can I wear some of the summery dresses I have?

Go to Target in the juniors or women’s section and they have inexpensive casual business clothes . For a teen girl you should wear black slacks with good height for heels or flats and a button up nice shirt with casual silver jewelry ( no clunky colored beads or anything) & nooo don’t wear shorts, capris, or a skirt. You want to look classy and those are not business attire.

Maybe a solid color shirt with a flower blouse? and no i dont think shorts would work nor capris
