what does business casual dress consist of both male and female?

I have a company function that requires business casual,my girlfriend thinks she could wear jeans. I don’t like wearing sports coats. Please advise.

No jeans. (Also no sneakers or casual shoes.)
You don’t need a sports coat. You can wear a collared shirt (without a tie) and a pair of khakis. You could also wear a polo. I’d say make sure your shirt has a collar.
Your girlfriend shouldn’t wear anything revealing. A button-down shirt or sweater would be good for her. Also khakis or a nice skirt would be good for her to wear also.

Khaki’s or slacks for either, polo shirts for either. Denim jeans are okay as long as they are w/ a dressy shirt or polo shirt.

Business casual for both men and women is never jeans. Usually, for guys, it’s some kind of khaki or corduroy type slacks like Dockers, etc. A button down shirt/sweater or polo shirt and casual shoes like loafers. For women, a blouse or sweater, maybe a polo type shirt, slacks or skirt, and low heel shoes. It does not include tank tops, shorts/hot pants, mini-skirts, flip flops, t-shirts, or overalls.

Jeans are not business casual and nor are sports jackets.
Business casual for women is nice pants/slacks or a mono-tone skirt (ex black pencil skirt) and a button-down t-shirt or conservative (not evening) blouse. Sometimes dresses are appropriate but they should have full sholder cover, generally should not be to bright or summery. Shoes should not be very hilled (nor more than 2 inches).
Business casual for men is nice pants (nice khakies like Dockers are fine) and a button down shirt.
Jeans, anything to revealing, anything glittery is not considered business casual.
Business casual is called that to differentiate it from business professional which is tailored suits and ties. It is not called casual so you can wear your comfy clothes like jeans.
